The concept of 'digital resilience' has emerged as a critical framework for understanding how individuals and communities adapt to technological disruptions. Unlike mere digital literacy, which focuses on technical skills, digital resilience encompasses the capacity to anticipate, cope with, and recover from adverse digital events, such as data breaches, misinformation, or system failures. Researchers argue that resilience is not a static trait but a dynamic process shaped by social support networks, institutional policies, and individual cognitive strategies. For instance, a study by Smith et al. (2022) found that users with strong offline social ties demonstrated faster psychological recovery after experiencing online harassment, suggesting that offline factors significantly buffer digital stressors. Moreover, digital resilience is unevenly distributed, with marginalized groups often lacking access to resources that foster adaptive responses. Therefore, policy interventions should move beyond individual skill-building to address systemic inequalities, ensuring that digital environments are designed to be more forgiving and supportive. This shift from individual responsibility to collective infrastructure marks a pivotal evolution in digital governance.
