Campus Notice: Starting next semester, the university will extend library hours from 10 PM to midnight on weekdays. This change aims to accommodate students who prefer studying late. However, to cover additional staffing and utility costs, a new library fee of $20 per semester will be added to all students' tuition bills. The extended hours will be available only during midterm and final exam weeks.

Student 1 (Sarah): Hey Mark, did you see the notice about the library hours? I think it's a terrible idea. They're only extending hours during exam weeks, which is when the library is already packed. Most students need extra time throughout the semester, not just then. Plus, charging everyone a $20 fee is unfair. I rarely use the library at night, but I'd still have to pay. Why should I fund a service I don't benefit from?
