The concept of the 'Tragedy of the Commons' has long been used to explain environmental degradation, but recent scholarship suggests that this model is fundamentally flawed when applied to historical and contemporary common-pool resource management. First, the tragedy assumes that individuals always act selfishly, ignoring evidence from communities where shared resources have been sustainably managed for centuries. For example, Swiss alpine pastures and Japanese communal forests have been governed by local rules that prevent overuse, contradicting the idea of inevitable depletion. Second, the model overlooks the role of communication and social norms. Elinor Ostrom's research demonstrated that when users can communicate and establish trust, they often devise effective monitoring and sanctioning mechanisms, achieving high cooperation without top-down regulation. Third, the tragedy narrative justifies privatization or state control, but these solutions can actually worsen outcomes. Privatization may exclude poor stakeholders, while state control often lacks local knowledge and flexibility, leading to mismanagement. In many cases, community-based governance has proven more resilient and adaptive than either market or state solutions. Thus, the tragedy is not a universal law but a contingent outcome that depends on institutional arrangements and social context.
